Salary cap not seen as cure-all for NHL Canadian teams would still feel pinch, GM says
Thursday, January 20, 2000 DAVID SHOALTS Hockey Reporter Fans and politicians should not delude themselves into thinking a new collective agreement in 2004, complete with a salary cap, would solve all of the National Hockey League's woes and bring stability to small-market Canadian teams. That was the message yesterday from NHL people in both labour and management. Vancouver Canucks general manager Brian Burke said a new collective agreement with a "hard salary cap" means more and younger star players will leave Canadian teams. Aside from the fact that in 2004 there would still be many cities in the United States willing to give tax concessions and cash to lure Canadian teams south, Burke said, a salary cap would present big problems. "The price tag for a hard cap in other sports has been much more liberal free agency," Burke said. "A hard cap may solve our problems, but it virtually guarantees our star players will leave Canada at a younger age." At present, NHL players do not achieve unrestricted free agency until they're 31. The NHL Players' Association agreed to this in the current collective agreement when the NHL backed off on demands for a full salary cap. Burke said the fact Canada has higher taxes in general means players will leave as soon as they get a chance. "So, with free agency at 26 instead of 31, how long do I keep the Sedins?" he said. "Until their 26th birthday, that's how long." Burke made an expensive series of trades last summer to get 18-year-old prospects Henrik and Daniel Sedin in the NHL draft. The Swedish twins are expected to make the Canucks next season. All of the solutions proposed by the various parties, which culminated in the announcement on Tuesday by the federal government that it will hand over as much as $20-million a year for the next four years to the Canadian teams, have been pegged to the expiration of the current agreement in 2004. The thinking is that the NHL will then negotiate an agreement with the NHLPA that will stop the runaway salary inflation that plagued the league in the 1990s by putting in a salary cap. There are also hopes for revenue sharing, but the current mood of the owners of U.S. teams indicates there's even less of a chance for that. While there is an acknowledgement that a salary cap would come at the cost of as much as one whole season because of a strike or lockout, it's felt this would be a worthwhile price. However, a couple of prominent player agents say, the NHL's problems are more complex than just involving player salaries. "When you're talking specifically about a salary cap, you're talking about player salaries," said Art Breeze of Calgary, whose company represents more than 50 professional players. "The problem is not totally an expense problem, but a revenue problem." Breeze said the NHL should be concerned with boosting its revenue from things such as television and other forms of media rather than just worrying about cutting salaries. At present, the NHL lags behind the other major North American professional sports in these areas. Player agent Don Baizley of Winnipeg said the direction labour relations in the NHL will take in the next four years may be determined by how collective agreements are settled in the National Football League and major-league baseball. "Leaving aside the currency-tax issue, which is a uniquely Canadian problem, a lot of the major issues [facing the NHL] will be addressed on a number of different fronts by then," Baizley said. "Hockey is the last of the four major sports to have its CBA [collective-bargaining agreement] expire by [2004]. We'll know a lot more about the situation by then." Only one league, the NFL, has what's called a hard salary cap, with stiff punishments for teams going over strict limits. In the past few years, this has led to some startling changes within the league. Traditional powers such as the Dallas Cowboys and San Francisco 49ers have fallen on hard times because of trouble with the salary cap. With no room to sign star players, those teams have declined in performance, while doormats such as the Tennessee Titans and St. Louis Rams have risen with young, anonymous players. The problem is, as one NHL executive pointed out, nobody knows who these new stars are and have little interest in their teams. At the same time, while the NFL brags about the parity the salary cap has brought to the league, it can be seen as mass mediocrity, another hindrance to ticket sales. Baizley feels the players realize the NHL is having trouble selling tickets in many markets and this is tied to the owners' new-found obstinance on player contracts. If the players are not militant about keeping salaries on the rise by as much as 20 per cent in a year, a labour apocalypse can be averted. "I have a real sense there's concern [on the part of the players] that there's a [salary] correction occurring," Baizley said. "I'm not as doomsday as others. I think a lot of these problems can be worked out by 2004." Oddly enough, much of this impetus may come from the owners. Their growing intransigence on salaries comes from the realization they have tools in the current agreement to limit player salaries. "I'm one of the few who feels we do not need Armageddon in 2004 if teams continue to show discipline," said Burke, who had a large hand in drawing up the current agreement when he worked for the league. "For the first time since I've been involved in management, I feel teams in this past off-season have focused on the proper decisions."

If you dropped the gloves in the office over an injustice and bloodied your boss, you\'d get slapped with a lawsuit and five years in the tank. Drop the gloves in hockey and you get five minutes.
